If you have an apartment with carpeting over ten years old, there is going to be normal wear and tear that you cannot charge a tenant for when the vacate the premises. If someone rents the apartment or house for five years and vacates the premises, you cannot charge them to paint the rooms. You can however charge for any damage to the walls. If you have a tenant that is causing problems with the other tenants, you can seek an eviction notice even if there is a lease. You do, however have to prove that a problem exists that is disrupting the other tenants. Just because you do not like the friends of someone is no reason to start eviction proceedings.
